Okugoberera Ebikwata ku Uganda Revenue Authority (URA)

Okuyingiza ebintu mu Uganda kirina okugoberera amateeka agaweereddwa URA. Omuntu alina:

Importing Personal Medicine into Uganda under the National Drug Policy and Authority Act (1993)

In Uganda, the National Drug Policy and Authority Act (1993) regulates the importation, exportation, and use of medicines within the country. An individual wishing to import medicine for personal use, especially if the medicine is unapproved or unavailable in Uganda and is life-saving, must adhere to specific requirements to comply with the law.

Requirements to be Followed

  • Obtain a Prescription from a Licensed Medical Practitioner: The individual must acquire a prescription from a licensed medical practitioner in Uganda, confirming that the medicine is necessary for their health and that no alternative treatments are available domestically.
  • Obtain Approval from the National Drug Authority (NDA): Since the medicine is unregistered in Uganda, the individual must submit a formal application to the NDA to receive permission to import the medicine.
  • Ensure the Medicine is Life-Saving: The medicine must be proven to be essential for saving life, with sufficient evidence provided to support this claim.
  • Comply with Importation Regulations: The individual must follow the importation laws as stipulated by the Uganda Revenue Authority (URA), including declaring the medicine at the border.
  • Verify the Medicine's Integrity: The medicine must be authentic and in good condition, packaged appropriately, and not expired.

Application Process to the NDA

The application to obtain approval from the NDA should include the following:

  • Applicant's Full Name and Details: Including national identification such as National ID or Passport numbers.
  • Description of the Medicine: Including the generic and brand names, strength, and dosage form of the medicine.
  • Quantity of the Medicine: The amount to be imported should be for personal use only, indicating no intent for resale.
  • Prescription from a Licensed Medical Practitioner: A letter or prescription from a qualified doctor in Uganda, stating the necessity of the medicine and the lack of local alternatives.
  • Proof of International Approval: Evidence that the medicine is approved in other countries and is being used appropriately.

This application can be submitted to the NDA via courier or emailed to their official address at [email protected], or by visiting their website at www.nda.or.ug.

Compliance with Uganda Revenue Authority (URA)

Importation into Uganda must comply with URA's regulations. The individual should:

  • Declare the Medicine at the Border: Pass through the designated channels at the point of entry to avoid any illegal concealment.
  • Present All Relevant Documentation: Including NDA approval, prescription, and any other required documents.
  • Pay Applicable Duties and Taxes: If any taxes or duties apply, the individual must pay them as per URA's guidelines.

The medicine must meet safety and quality standards. This entails:

  • Proper Storage Conditions: The medicine should be stored under appropriate conditions, avoiding extreme temperatures that may compromise its efficacy.
  • Using Reputable Shipping Services: Engage carriers experienced in handling pharmaceutical products to prevent damage or loss during transit.
